Mobile network

I bought a Sim for a HUAWEI phone I brought with my to Tunis from Morocco. I have registered the phone but it is not yet confirmed. The internet works well but I cannot make calls and when I try I receive the message 'mobile network not available.' is this a temporary problem or something I can fix myself?
