Why I can't use my OoredooSim card "No service"?

I have Ooredoo sim card that I got a year ago, recently I recharged it because i thought that will reactivate it but it still showing "No service ",
" Emergency calls only" I have tried to turn off my phone few times and reinserted the sim card in another phone also, still No service..

I'm currently not in Tunisia so I was wondering if you can help me because I want to use it again!
